If you are running a PPC campaign and are experiencing this problem, you have to look at:
1. the rank of your keywords
2. you have to conduct search using Google Keyword search terms and find the relevant keywords for your site
3. you need to reinforce those keywords and the content displayed with your PPC ad with what they are looking for.

The first step to achieving an optimal click through rate is making sure you’re targeting only relevant terms. Your keywords should be closely related to your landing page and the product/service being offered. If you are keeping a close eye on your Quality Scores, this can be a quick way to determine the relevancy of a given keyword. If Quality Scores are low, you may want to consider finding additional keyword ideas using the AdWords Keyword Tool.

I feel the best way to improve CTR is trough choosing right keyword with their corresponding landing page. Also To have any chance of having a high CTR, your advertising campaign must target your website's visitor demographics.

CTR is defined as the ratio between the number of clicks an advertisement gets and the number of times the advertisement is shown (impressions). If an ad is clicked 1 time for every 100 times it is shown, it has a CTR of 1/100 = 1%.
