Any hosts with no mass-email sending limits? Do I need a VPS?

Hello,

I'm about to start running a PHP/MySQL email list management Web package (SendStudio by Interspire) and I need to find a host that won't impose any email sending limits on my account. I plan to re-sell the service to some clients and I expect the email traffic to get somewhat heavy at times.

I've been with LunarPages for 3 years, and they're great, but they impose limits of no more than 1000 emails / hour and no more than 20 emails / minute. I don't think that will cut it.

I was thinking I might need to step up to a VPS hosting plan and I've been looking at westhost.com because of their low pricing. I realize they don't give true root access to the server, but since I'm far from a server admin, I don't really think I'll need it. But now after spending about 5 hours reviewing other comments here, I'm starting to get the impression they're only so-so.

I've heard great things about futurehosting.biz and knownhost.com, but their pricing is a bit high for me. I'd like to stay under $25/month.

Any thoughts about what options would work best for my situation?
